Assistance to the contracting authority in the development of Tahiti’s Mahana Beach – Tahiti, French Polynesia
Project outline: The government of French Polynesia launched a project to create a high-end international coastal resort in the south of the island of Tahiti. The project included multiple components: 2 500 hotel rooms, leisure activities, culture, shops and business facilities. The TNAD, the development agency of French Polynesia, wished to be supported throughout the project by a team capable of providing economic, technical and financial assistance. The Horwath HTL/EY/EGIS team was therefore contracted to develop a functional schedule, draw up an installation plan, carry out financial simulations, assist in selecting candidates and hold international consultations.
Solution and implementation proposed by Horwath HTL: Stage one:
- Perform an economic and feasibility study
- Perform a market study
- Develop a functional schedule of needs
- Draw up a business plan
- Develop an installation plan in conjunction with Hogan Lovells, providers of legal assistance to contracting authorities
Stage two:
- Provide support during the call for projects
- Carry out a critical analysis of candidate applications
- Participate in candidate interviews
- Assist in contract negotiation
Project status: Mahana Beach is scheduled to open around 2022. The TNAD has entered into exclusive negotiations with RECAS Group and a memorandum of understanding is expected to be signed in June 2016.
